This is my very first time to see an advertising billboard in Kuwait with dummies on it. But I still don’t get it? What does it mean?

lol, ya i saw those too! Thought they were stange and didn’t get it.
My friend says the blue bucket-like thing is a boat ( to me it still looks like a bucket :P). Oo the poster on the billboard ta7at the blue thing says something about shopping in Mohalab.
But ya, I’m still not too sure what it means
